TRANSLITERATION AND PRACTICAL TRANSCRIPTION IN MODERN UZBEK

Abstract

This article examines the issues and methods of transliteration and transcription of Uzbek proper nouns, names of people, places, and institutions into foreign languages, particularly into English and German, and vice versa, the transliteration of foreign proper nouns into Uzbek. It also analyses the influence of the Russian language and Cyrillic script transliteration traditions on the official transliteration of Uzbek proper names into English in official documents, and highlighting the need for modern standardization. Key problems identified include the transliteration of certain unique Uzbek letters without adherence to existing international transliteration standards (such as ISO 9:1995, ALA-LC) and the absence of unified transliteration rules for the Uzbek language. The article provides regulatory recommendations for developing national transliteration norms based on the ISO 9:1995 international standard and for disseminating existing international transliteration tables for alphabets of Uzbek language to the academic community and the wider public. Additionally, the article offers a practical analysis of the transcription of Uzbek proper names into modern German and of foreign proper names into modern Uzbek, based on materials from Uzbek and German mass media. The findings summarize the current status quo of practical transcription in Uzbek language practice and present proposals for its harmonization.
